It dosnt matter if I run Multi Core Stress/Bench or Single Core, all the time it boosts to 4050Mhz All Core / Single Core.

I'm afraid that CPU cooler from that segment is just not up to it 100%. Air coolers in general are highly influenced by case cooling but that seems to be overlooked a lot.

My 3700x is the same, temperature bounces around a lot when doing general tasks. I recall amd putting out a lot of pr / information when the 3xxx series launched due to this and the high idle voltages. As long as your load temps aren't crazy you're fine.
