Instead of using task manager and ending the family safety monitor, move to the services tab, locate the WpnService (multiple services named similar to that) and stop those. WebOpen the task manager and find the file location of this program. Using administrative account, rename the file (/folder) to something else. When windows tells you that the program is still running, kill it in the task manager and click on retry before the program starts again. Voila!
